North American Agreement on Labor Cooperation is a historic document. Signed on behalf of the United States by President Bill Clinton, of Mexico by President Carlos Salinas de Gortari, and of Canada by Prime Minister Kim Campbell in September 1993, it represents the first instance in which the United States has negotiated an agreement dealing with labor standards to supplement an international trade agreement.
