What is Above Poverty Line?
n India, a measure of persons who live above its nationally designated poverty threshold. India divides the poverty threshold into urban and rural areas. People in urban areas must meet higher monthly income minimums to be considered above the poverty line. The World Bank uses a more stringent poverty threshold than the Indian government. Incentive as provided under the Mission for the construction of Individual Household Latrines (IHHL) shall be available for all Below Poverty Line (BPL) Households and Above Poverty Line (APL) households restricted to SCs/STs, small and marginal farmers, landless labourers with homestead, physically handicapped and women headed households. Under this Act, a Power of Attorney (POA) is durable unless it provides that it is terminated by the incapacity of the principal. If the PAFs/ PAPs were Below Poverty Line (BPL) category before the project, then this RPF aims to bring them Above Poverty Line (APL). The eligibility criteria for employment are relaxed so as to include both BPL and APL (Above Poverty Line) families. Foodgrains was not distributed under relief for drought affected to Above Poverty Line (APL) consumers due to lack of pursuance in approval of cost sheet within validity period during March 2010 and May 2010.StorageCreation of storage capacity was not commensurate to the growth in procurement of foodgrains during 2005-10 causing deterioration in quality due to storage in open. The Above Poverty Line (APL) members will not be eligible for the subsidy under the scheme. While the RPDS targeted ‘all in the poor areas’, the focus of the TPDS was on ‘poor in all areas’.At the start of the TPDS, food grain was distributed to only Below Poverty Line (BPL) and Above Poverty Line (APL) categories.
